Mattes are used to block out part of the screen and matte effects are usually made up of 3 parts, fill, matte and background.
The fill is the video, graphic or colour inside the matte shape, the matte is the oblect to be filled and the background is outside of the matte.
A good example of this would be to use a text layer as a matte, a video as a fill and the same video with a blur applied as the background.
The video would be sharp inside the text and blurred outside, any and all of the 3 parts that make up the matte effects can be animated and this is called a track matte.
