Wash screens are used to 'wash out' the main content to bring a focus to other elements in the scene.
An example would be to animate a blur onto a background movie then fade in a semi transparent colour shape or graphic over the top to 'wash out' the movie. Animate some more semi transparent shapes on the screen for the text to sit on, then animate your text on sometimes in time to a voice over.
Examples can be seen on T.V where information needs to be delivered in news, interviews or corporate video where a voice over is delivering information about a product.
